Experience
As President of ms consultants, Mr. Thomas E. Mosure actively directs all operations for the company. As the firm’s leader, he assumes responsibility for providing the highest level of service to clients. He is the keeper and main exemplar of the company vision: “People and solid reputation; our foundation for quality service and growth.” With this guiding principle, Mr. Mosure enforces quality control procedures for all assignments, ensuring that customer goals and objectives are maintained and met through the efforts of talented and skilled personnel.

Mr. Mosure’s extensive professional career and lengthy involvement with the company have prepared him for his current role as company President. Working at ms consultants since his youth, he has been exposed to the firm operations from the bottom to the top. He performed a wide range of in-house administrative duties and worked in the field with surveyors and inspectors during his high school and early college years.

After graduating from college with his Bachelor of Science in Civil Engineering in 1978 and then receiving his Master of Science in Civil Engineering in 1984, he returned to the company which at that time was operating under the name of Mosure & Syrakis. He brought federal agency experience with him, having worked three years for the U.S. Environmental Protection Agency. As a new Project Engineer at ms consultants he demonstrated engineering and management acumen as well as market vision and initiative. He founded the Environmental and Municipal Services Divisions, addressing process engineering, environmental study, and local government needs.

Before assuming a role as company principal, he led several significant projects, including the national award-winning $56 million expansion of the Youngstown Wastewater Treatment Plant and a multitude of programs and projects including capital improvement and maintenance schedules, annual street resurfacing, subdivision development, PUD’s and infrastructure improvements for municipalities throughout the state of Ohio.

Now, as President, Mr. Mosure maintains this dedication to serving the client and ensuring that the reputation for supplying quality design, planning, and management solutions is practiced daily throughout the company staff. He accomplishes this through sound management practices, application of technology and continuing education company-wide, and a personal dedication to all project stakeholders – customer and staff alike.
