ms consultants was selected to provide roadway design for the initial 123-acre development of the Carolina Crossroads Music and Entertainment District. The North Carolina Department of Transportation provided up to $3 million in funding for the proposed roadway system through a municipal agreement with the City of Roanoke Rapids.
The roadway design included the main entrance to the entertainment district, a roundabout, Main Street and a bypass roadway.
The main street, Carolina Crossroads Parkway, was designed as a pedestrian friendly corridor through a combination of hotel sites, retail, theater sites and other proposed amusements.
ms consultants’ responsibilities included initial boundary survey, wetland evaluations, geotechnical report, preliminary design, final design, permitting, bidding and construction administration. Coordination between the desires of the entertainment district developers and the North Carolina Department of Transportation was critical to the success of the project.
ms consultants also served as the lead engineer for utility design and site development for this large multi-use development. Responsibilities included the preparation of the initial Traffic Impact Analysis (TIA) for the Phase I development to verify the adequacy of the proposed entrance to the Entertainment District and to identify the impacts to the surrounding roadway network.
Phase I includes 123 acres of the entire proposed 750-acre development.
