Cortland OKs $168K sidewalk resolution

City Council on Tuesday cemented plans to construct nearly $168,000 worth of sidewalks in the area of Lakeview High School and the new elementary and middle school building.


Council passed a resolution authorizing Council Clerk Rhonda Horn to advertise for bids for what is being called the Lakeview Schools Pedestrian Enhancement Project.


Mayor James Woofter said 80 percent of the work will be paid for by an Ohio Public Works Commission grant. The city’s share will be paid for through the city’s parks and recreation fund, which is money generated from the old Ohio inheritance tax. The inheritance tax ended Jan. 1, 2013.


Council also gave first reading to an ordinance authorizing Woofter to enter an agreement with MS Consultants Inc. to perform construction, administration and inspection for the sidewalks at a cost of $55,000. Horn said the legislation must be given two more readings in order to pass because it was not an emergency measure.


Woofter said the sidewalks will line Lakeview High School, on both sides of Portal Drive, and will end where the homes end. Sidewalks also will front the new elementary and middle school building being constructed off Natale Drive.


Woofter estimated the city’s cost for both the work and administrative costs at about $40,000.


Also at the meeting, council gave first reading to an ordinance appointing deputy finance director Patricia Gibson as the new finance director, effective April 1, at a salary of $55,000 per year. Longtime finance director Fran Moyer is retiring March 21.


Police Chief Thomas Andrews told council the department received an Ohio Criminal Justice Service grant of $8,550, with the city required to pay 10 percent of the cost. Andrews said the funds will help with the electronics for a new cruiser the department is buying, including a radio, computer, radar and a video recording device.
