Consulting company hired to acquire land for $6 million upgrade


The city took an initial step for a $6 million project to widen a portion of Portage Trail Extension West.


City Council on Monday approved entering a $158,537 contract with MS Consultants for land acquisition in connection with a project to widen Portage Trail Extension West from State Road to Albertson Parkway in 2023.


City engineer Tony Demasi said the municipality needs to either temporarily or permanently acquire the rights of way for multiple parcels of land for driveway construction, grading and installation of sidewalks and multi-purpose paths. He noted that 33 properties — most of them commercial — are involved in the project.


MS Consultants will handle duties such as title searches, appraisals, offers to the parcel owners, negotiations and closings of the deals. Ninety percent of the cost of the contract with the consultant will be reimbursed by the Ohio Department of Transportation, according to Demasi.


A two-way left turn lane will be added along this section of Portage Trail West Extension, traffic signals will be upgraded at Northampton and Valley roads, a shared use path will be built on the south side of Portage Trail between State Road and Albertson, and a sidewalk will be constructed on the north side of Portage Trail from Cedar Hill Road to State Road.


The right-of-way acquisitions are expected to be finished by September 2022. The widening project itself will be bid in January 2023, construction will begin in April 2023 and the work is expected to be finished in fall of 2024, Demasi said.


Noting that the city has "received several grants for this project," Demasi said the municipality will pay an estimated $1 million from its own funds for the work.
